Inspection is a means of customs supervision and management of import declarations. It is just a procedure. The customs will conduct random inspections and control inspections on some items that are sensitive to import declarations based on its own experience and the policies at that time. Sometimes, the control instructions will clearly indicate what information to check. During the inspection, the box will be opened to check whether the information is consistent with the customs declaration, such as product name, quantity, weight, declared value and other information, to confirm whether there is tax fraud, evasion of commodity inspection, or incorrect HS code classification.  

       The customs control and inspection of dangerous goods import and export customs declaration goods are divided into two categories: computer control and manual control:
       (1) Computer deployment
       1. The customs classifies import and export declaration goods and sets risk parameters. The higher the risk parameters of import and export declaration goods, the higher the chance of being controlled by computers.
       2. In some customs areas, since most import and export declaration goods have low risk parameters, random inspections are set up for import and export goods based on specific probabilities.
       (2) Manual deployment
       1. During the declaration or inspection and release process of imported customs declaration goods, if the customs officers believe that the content of the import declaration form is unclear or have questions during manual review, they can manually issue control instructions on the customs computer to check whether the goods are consistent with each other.
       2. The Customs (including the Anti-Smuggling Bureau) has been subject to manual inspection because it has seized certain imported customs declaration goods that were illegal and violated regulations, which led to an increase in the risk parameters of the same or related goods imported by other companies.
       3. The customs (including the Anti-Smuggling Bureau) receives news (that is, a report) that there is a problem with a certain dangerous goods import customs declaration. During the import declaration of dangerous goods, customs officers manually conduct control or the Anti-smuggling Bureau issues a control and inspection notice to the customs on-site workers to inspect the goods.
       4. The relationship between enterprises and customs is not good, and imported and exported goods are subject to inspection. There is also a situation where an enterprise has a record of violating laws and regulations, and its credit rating at the customs is reduced to Category C or D. The enterprise's imported and exported goods will basically be inspected by computers or manual inspections.
